If Internet access is an issue for you, you might consider contacting a family member or friend that is back home and is able to go on the Internet and look it up for you.
The first thing that the consulate will need you to do is fill out a USA passport form. You will then be interviewed as a means to prove to the officer that you are who you say you are. You will be asked to verify your date of birth, name, and where you born. The officer might also ask you provide your passport number and tell him where and when you obtained your passport. The more information you can provide, the smoother the process will go so if you happen to have a copy of your passport, you should also bring that with you.
You will also be asked to provide proof of your identity. If all of this type of information was with your passport when it was stolen, there is no need to worry. The consulate has other ways to confirm who you are. For example, they might interview the people you are traveling with. They might also review your previous passport application.
Usually the replacements that are issued are valid for the full 10 years that any passport is valid for. If there is any doubt in the consular officers mind as to your identity and there is not time to wait for the State Department's verification, a limited 3 month passport may be issued. If this happens, than once the applicant returns to the United States, they will be required to apply for and pay for a regular passport.
Normally the applicant will be required to pay the fees for the replacement passport to the consulate. In some emergency circumstances, if the applicant does not have the means to pay the fees, they will still be issued a limited passport and, once they return home to the US, they will have to apply for a regular passport and will pay the fees at that time. An emergency situation may include instances where the person applying was a victim of a natural disaster or if their money was also stolen when their passport was taken.
The consulate operates during normal business hours and is closed evenings, weekends and holidays. The officers that are available during these times are there only to handle the most extreme emergencies. They cannot assist with your passport needs. If you are not able to wait until the next day that they will be open for regular business, the officers may be able to help you in other ways that will allow you to return to the United States.
